Joseph "Joe" Cecil McNeill was born in 1938 at Summerside to Gertrude (née Deighan) and Ambrose McNeill. He was raised at Wellington, P.E.I. in Lot 16 of East Prince County with nine siblings [Anne, Dessie, Everett, Faustina, Georgina, Gerald, Irene, Leo and Margaret]. On July 22, 1967 Joe married M. Rita J. MacKinnon.
