Ballard's father, Ballard Wigginton, died October 17, 1892, two months prior to his birth. His mother, Mary, remarried about 1899, to William Grigsby. Mary died August 15, 1904, when Ballard was 11 years old. He completed 8th grade.


He enlisted in the US Navy October 2, 1908, (age 15) and was discharged November 20, 1911. He was on board the USS North Carolina in the 1910 census, listed as an ordinary seaman.


Ballard married Nevada L. Furham June 4, 1912, in Louisville, Jefferson, Kentucky. They had a son, Ballard Henri "Billy" Wigginton, who died at the age of 17. Nevada and Ballard's marriage ended in divorce.


He worked in the insurance field.

  • Leona Marie (Buckley) Mathos
