She graduated from St. Ursula's Academy in York in 1927 before her family moved to Omaha. In Omaha, she attended Duchesne Academy and then college at Duchesne College of Creighton University; graduating with a business degree in 1933. Phoebe attended the Van Sandt School of Business where she learned to type and master short hand. In January 1934, she interviewed, was hired, and went to work- all in the same day- for Omaha attorneys Francis P. Matthews and William P. Kelley. In 1949, President Truman named Mr. Matthews Secretary of the Navy. Phoebe traveled to Washington to work with him. Following his death in 1952, she remained in the U.S. Foreign Service, working at U.S. Embassies in Ireland, Libya, Morocco, Madagascar, Cambodia, and Italy. She retired in 1971 in Rome and returned to Omaha in 1973. She volunteered for many years at the Bergan Mercy Gift Shop.
