Son of Samuel and Orpha Heath Norton. He was born in the Ayers Cliff region of Stanstead County Quebec, most likely in Barnston. He was married to Emily Jane Grovenburgh. His family emigrated from Vermont to Quebec about 1805. His father Samuel returned to the US no later than 1820 when he appears in the NY census . Sometime after 1836 Hiram migrated west to Ohio and later on to operate a saw mill in Aurelius, reflecting a family tradition of mill building / operation.
