Harold was the only child of Elizabeth Ann 'Annie' Payne and an unknown father. Harold joined the Royal Navy at 14 and served 1898-1909. Harold was married to Jane Ann Cole on April 26, 1908 in Devonport, County Devon, England. Harold and Jane had their first child, Harold P. Payne in England. Harold Sr. left for America in January 1913 to find work. He hopped trains across the country finding small jobs, including iron mine work in Calumet, Michigan. He eventually landed a position with Pacific Gas and Electric in Sacramento, California and sent for Jane and their son who arrived in July 1913. In Sacramento, their son, John Payne was born.
