Dolly was the fifth of eight children. She graduated from the GAR Memorial High School in Wilkes-Barre in 1945. She married Raymond Stair and they had three children. She was employed in the garment industry for many years working out of the International Ladies Garment Workers Union, and later worked as a nurses aid in the obstetrics department of Geisinger Wyoming Valley Medical Center.
