Samuel Garland was the son of John Garland.

Samuel Garland married Mary Pitchlynn, daughter of Major John Pitchlynn and Sophia Folsom. Mary was a younger sister of Chief Peter P. Pitchlynn.

Samuel Garland served as Choctaw Chief from 1862 to 1864. He relinquished his duties as Chief to Peter P. Pitchlynn in October, 1864. The Civil War was a difficult time for either to be in charge.
