She was a native of Carter County and a daughter of the late Avery Elfonzo and Nancy Guinn Hicks.
Mrs. Dugger was a member of Piney Grove Church of Christ.
In addition to her parents, she was preceded in death by her husband, W. A. Dugger and two sons, Mathis Dugger and William "Bill" Hicks.
Survivors include one daughter, Wanda Guy, Butler, four sons and one daughter-in-law, Roy and Selma Dugger, Butler, Charlie Dugger, Allison Dugger, both of Elizabethton, Dewey Dugger, Gray, six grandchildren, five great-grandchildren, one sister, Frances Brown, Lenoir, NC and special friends, Donnis Trivette, Joann Dugger and J. R. Campbell.
The funeral service for Mrs. Dugger will be conducted at 2 p.m. Saturday, June 2 in Piney Grove Church of Christ with Mr. Dean Estep, minister officiating.
Interment will follow in the church cemetery.
