Born on Tyger river, Joel was a son of Samuel and Cassandra Dean Miller. He served as Brigadier General in the SC State Cavalry from 1845 to 1850. He was a member of The House of Representatives from 1854 to 1860 and of the State Senate at the close of the war in 1865.
