James was the son of James Harvey and Matilda Randall Parkey, the eighth of twelve children. He married Matilda Elizabeth Wright, whom he had known since childhood, on November 23, 1902; this union produced eleven children. He worked as a farmer, moving between Whetstone, Kentucky and Big Pasture in Grandfield, Oklahoma before settling in Temple, Oklahoma, where he lived most of the rest of his life.
