Died while visiting his parents of typhoid pneumonia. He was survived by his wife, Velma, and two small sons Charles and L. D. Howard. Per obituary found by Tena Cantrell. Services were held on Monday after he died on Friday at 10 AM.

He was the son of Ben and Maggie Howard who came to the Choctaw Nation from Texas. He had an older sister Nona Howard who married William Mason Anders and lived at Calera. Nona died at Achille in 1984. In 1930 his parents, living at Albany, stated they were mixed blood Cherokee Indians

Milburn married Velma Smith of Wade, Oklahoma on February 13, 1926.

By 1940 his parents were living in Albany raising a son and daughter plus a grandson named Bob J. Howard who may have been the son of Charles M. Howard
