Roman Emperor. He was born in 401 AD and became Emperor of the Eastern Roman Empire on the death of his father, Arcadius, in 408 AD. His young age meant that real power was at first held by the Praetorian Prefect Anthemius. It was under Anthemius', rule that the Theodosian Walls at Constantinople were erected. In 429 AD, now ruling in his own right, he ordered the collection of all laws made since the reign of Constantine and created a formalized system of law. These laws were published as the "Codex Theodosianus" in 438 AD and influenced the law code of Justinian I in the following century. In 424 AD he fought a war against the Western Emperor, Joannes, which resulted in Valentinian III being installed as Western Emperor. During his reign the Vandals overran Roman territories in Africa and the army was also defeated by the Huns, who demanded the payment of tribute in return for peace. He is remembered for his anti Semitic measures, including ordering the destruction of Synagogues and the execution of Gamaliel VI. He died in 450 AD as the result of a riding accident.
