Cecil was the son of Ted and Maye (Greer) Branscum. He served in the United States Navy from October 1951 to October 1955. On December 29, 1956 her married Betty Gould in Muskogee.
He is preceded in death by his parets; sister, Ona Johnson and Floy Huggins and a special uncle, Elijah Branscum.
Survivors include his wife Betty Branscum; two daughters Cecilia Simmons and husband Leon; Brenda Morgan and husband Bobby; two brothers, I.B. Branscum and Ted Branscum, Jr; sisters Lucille Vanbrunt,Wadie Thimell and Imogene Seals; four grandchildren, Sarah O'Rear, David, Briann, and Bailey Morgan and one great-granddaughter Aubree O'Rear.
