Ira was the son of Ira and Sallie (Liscom) Slater. He married Rhadamantha Seagar July 22, 1842. In 1850 they were living in Pierpont, Ohio, where he was a farmer. Ira was ordained to the Freewill Baptist ministry on March 25, 1859. In 1860 they were living in Trumbull, Ohio. On September 6, 1861, Ira enlisted in the 7th Kansas Cavalry and was acting chaplain until February 6, 1862, when he entered the recruiting service in Jefferson County, Kansas, until May 29, 1862, and was in recruiting service again from September 1 until November 30, 1862, in Ashtabula County, Ohio, and in the same county again from June 1, 1863, until May 30, 1864. For two months he was also company quarter-master sergeant and acting regimental quarter-master sergeant in the 7th Kansas Cavalry. After the war he resumed his ministry in Trumbull.
