Revolutionary War Continental Navy Officer, US Congressman. He was appointed a Captain in the Continental Navy in 1779, and commanded the privateer "General Washington" until it was captured by the British. In 1792 he was elected as a Federalist to represent New York's 10th Congressional District in the United States House of Representatives, serving from 1793 to 1794. In that year he was commissioned as a Captain in the newly established United States Navy, one of six naval men to be so commissioned. He supervised the building of the United States Frigate, "USS President" during its initial construction in New York City. He later was the the second to command the United States Frigate "Constitution" from 1799 to 1801, during the Quasi War with France. He is interred in Trinity Churchyard, Manhattan, New York City, New York, and has a cenotaph in his hometown of Dighton, Massachusetts in the Unitarian Church Cemetery.
