Mr. Altman was born May 27, 1904, at Charleston, a son of the late John Graham and Corranna Moore Altman. He was a member of the John Wesley United Methodist Church.
Mr. Altman, who headed the local employment security Commission since 1953, was a veteran of Army and Coast Guard service during World War II. During 1944 and 1945 he served as assistant director of the War Manpower Commission here.
Before joining the Employment Security Commission, Mr. Altman served on the local selective service board, as chairman of the local Rent Advisory Control Board, district director of the Division of Employment of the WPA and assistant state director of the WPA.
In 1972, he was named outstanding employee of the year by the International Association of Personnel in Employment Security (IAPES). He was a Mason and a member of American Legion Post 112.
Surviving are his widow, Mrs. Thelma Porter Altman of Folly Road, Charleston; a son, John Graham Altman III of Charleston; a sister, Mrs. Marguerite Bailey of Charleston; a brother, Leon H. Altman of Charleston; four grandchildren, several nieces and nephews.
