Frank was born in Yugoslavia (now Slovenia), a son of Andrew and Jennie Gosticia Modiz. He came to the United States as a young man in 1910. He married Frances Baas and she passed away in 1916 at the age of 18, leaving Frank with a five month old infant. He married Anna Versey on June 2, 1923. Their first baby was born prematurely and lived only a few minutes. A second child lived to adulthood.
Frank passed away shortly before their 10th wedding anniversary at age 45, leaving Anna to raise her son and step son on her own.
