Elmer Raiford "Ray" Lokey was born in Atlanta, Ga to John William and Lula McElvey Lokey. He was retired US Navy with 30 yrs of service, a veteran of World War I and II. He was a former publisher of weekly newspapers in Byars, Lexington, and Wilson, OK. He was a freelance writer and author of several magazine articles.

Ray Lokey married Lelia Opal Rex on June 6, 1914 in Bremerton, Washington. They had one son, John Rex Lokey in 1915. Lelia passed away in 1922. Ray Lokey married Mary Meyers in 1923 in San Diego, CA. Ray and Mary had 3 children, William (Bill) Henry, Mary Lou, and Joseph Charles. Ray's wife Mary passed away in 1932. In 1937 Ray Lokey married Nola Burrows Eason. Ray and Nola built a retirement home north of Murchison, TX where he farmed and raised cattle. He was an ardent fisherman, a Mason, and a Shriner.
