Born in Lancaster County, he was a son of the late Ernest G and Mrs. Rio Duncan Bell. He was a World War II Army Veteran, a retired Chesterfield County teacher, at Lewisville High School and a principal. He was a member of Great Falls Masonic Lodge No. 277 and First United Methodist Church of Lancaster.
Surviving are his widow, Mrs. Carrie Ligon Bell, a daughter, Mrs. Jerry (Karen) Flynn of Lancaster, sons, Ken and Carrol N. Bell of Lancaster, sister, Mrs. Lillian Mackey of Great Falls, and Mrs. Freddie Mae Mickle of Griffin, Ga., a brother, L. Burton Bell of Lilburn, Ga., and grandchildren.
