Eleanor Moore Campbell was born December 2, 1859 in Houghton le Spring, County Durham, United Kingdom, the daughter of Robert S Campbell (1832-1912) and Esther Margaret Hunter (1835-1895). She was baptized in West Rainton, County Durham on Christmas Day, 1859.

Ellen's elder sister, Mary Ann, had already died in 1863 by the time the family set sail for America in early 1869. Departing aboard the Tripoli from Liverpool, England were father Robert Campbell, Laborer; mother Esther Campbell, homemaker; daughter Ellen, age 9; daughter Susanna, age 4; and son William, infant. The family arrived in New York, New York on April 26, and made its way to Green Tree in Union Township, Allegheny County, Pennsylvania where Robert was employed as a coal miner (1870 census). (He was likely a miner in the U.K.) By 1880, the family was residing in McNett Township, Lycoming County where Ellen was listed as a domestic servant (U.S. census).

In 1885, at age 26, Ellen married Robert Tubman who had immigrated to America at age 1. They settled on Parson's Hill in McNett Township where they spent the remainder of their married life. The couple raised one son and four daughters:

Widowed at 45, Ellen assumed the role of head of house in 1904. She died November 1, 1922 and was buried in Beech Flats Cemetery, Bradford County.
