Rev. Frank Meyer was originally ordained a member of the Redemptorist order in 1884 and later became a priest of the Diocese of Buffalo New York. He was the pastor of several parishes: Assumption in Portageville, St. Stephen in Grand Island and St. Mary in East Arcade. Unable to continue his pastoral duties because of poor health, he was appointed chaplain of the St. Francis Boy's Home where he was assigned at the time of his death at the age of 72.
