The son of William & Martha (Shoff) Rice, in 1860 he was a farmer living with his family in Conestoga Township, Lancaster County, Pennsylvania. He stood 5' 6" tall and had light hair and blue eyes.

A Civil War veteran, he served two terms of service:
1. Enlisted at the overstated age of eighteen in Marticville, Lancaster County, June 29, 1863, during the Gettysburg crisis, mustered into state service at Lancaster June 30 as a private with Co. K, 50th Pennsylvania Militia, and honorably discharged with his company August 15, 1863.
2. Enlisted at the stated age of eighteen in Lancaster March 18, 1865, mustered into federal service that day as a private with Co. H, 79th Pennsylvania Infantry, and honorably discharged with his company July 12, 1865. His brother Frederick served in the same company.

He married Louisa C. Campbell April 13, 1871, in Lancaster and fathered Franklin (b. 11/16/72), William (b. 11/21/74 [?]), Clara R. (b. 03/08/75 - married Jacob B. Sigman), Martha (b. 02/08/78), Frederick (b. 07/29/80), Elsie (b. 02/19/86 - married William C. Popwell), and Edna (b, 10/19/88).
