Son of Valentin Oschegger and Katharina Obiltschnig both of Austria.

After the death of his mother Joe's father immigrated to the US in 1924 and Joe continued to work and save money to meet up with his father. He was awarded the first Chauffer's license in his area and worked as a Blacksmith. In 1929 he boarded the ship SS Yorck on the 30th of April 1929 from Germany and landed in Texas on the 20th of May 1929. Where he took a train to San Francisco to meet up with his father.

On the 8th of April 1935 Joe married Zelda Catherine Marshall.

A native of Austria, Joseph enjoyed music and had his own band. He is the father of 3 daughters and one son.

He retired from Southern Pacific RR after 35 years of service where he had invented a tool.

He loved gardening and fishing (catch and release).
