Harley was one of nine children born to Isaac and Mary Fulton, his brothers and sisters were, Frank Fulton of Lucas, Marion Wilburt "Burt" Fulton, who lived on the Fulton Homestead, Gaylord Fulton of Knox County, Mertie Mae Fulton Weirick of Lexington, Versa Effie Fulton Bowers of Bellville, James Fulton of Pleasant Valley Road, Clyde Fulton, who died at the age of 23 and Bertha Irene Fulton Long of Bellville.
Harley married Miss Jennie R. Ridenour on February 26, 1899 in Richland County, Ohio. They were the parents of four known children, Bessie Fulton, who died at the young age of 18, Glenn Fulton of Lakeland, Florida, Charles Lawrence Fulton and Raymond Fulton of Indianapolis, Indiana.
Harley was a farmer, in April of 1943, at the age of 72, Harley caught his left hand in a corn husker and was injured so seriously that hand had to be amputated just above the wrist at Mansfield General Hospital. He was working on the farm of Roscoe Schwan on Lucas-Mifflin Road when the accident occurred. The hand was mangled and practically severed before he was released from the machinery.
Harley, age 84 and a widower, died at Peoples Hospital in Mansfield. Funeral services were held at the Snyder Funeral Home with the Rev. Fred Bennett of Bellville. Burial was in German Church Cemetery. (aka Saint Peter's Evangelical Cemetery.)
