The son of Henry & Mary (Westofer) Neis, in 1860 he was a laborer presumably living in York County, although he is not found in that census. He stood 5' 6" tall and had brown hair and gray eyes.

A Civil War veteran, he enlisted in Manchester Township, York County, August 23, 1864, and mustered into federal service at Harrisburg August 31 as a private with Co. D, 200th Pennsylvania Infantry. He was slightly wounded in the neck at the battle of Fort Stedman March 25, 1865, but honorably discharged with his company May 30, 1865. His surname appears on the rolls as "Neas."

He married Leah Ann Shepp and fathered Lydia (b. @1873) and Adam Henry (b. 04/19/74). In 1890, he lived in East Manchester Township, York County, where he died at age 74-0-9 from "sclerosis of brain and spinal cord; paretic gait foot clovis, gradual physical weakness" with "muscular paralysis of throat" a contributing factor.
