The son of Michael J. & Elizabeth Catherine (Powell) Clouser, in 1860 he was a farmer living in Centre Township, Perry County, Pennsylvania. He stood 5' 9" tall and had light hair and gray eyes.
A Civil War veteran, he first enlisted September 15, 1862, as a private with Co. I, 6th Pennsylvania Militia, and honorably discharged with his company September 28, 1862. He also enlisted and mustered into federal service at Philadelphia January 4, 1864, as a private with Battery L, 2nd Pennsylvania Heavy Artillery (112th Pa), and honorably discharged with his battery January 29, 1866.
