US Congressman. After he served in the United States Navy during World War II as a member of the Navy's Construction Battalion, he graduated first from the University of Miami, then from Suffolk University Law School. He was admitted to the Massachusetts State Bar Association in 1957, and served in the Massachusetts State Assembly from 1953 to 1963. He then served in the Massachusetts State Senate from 1964 to 1970, and made an unsuccessful attempt to be elected as a United States Representative. He ran again in 1972, this time winning the seat as a Democrat to represent Massachusetts' 9th Congressional District in the United States House of Representatives. He took his seat in January 1973, and held it until his death in office in 2001, winning fifteen consecutive elections. In 1989 he headed the Moakley Commission, which investigated deaths of clergy in El Salvador, and was instrumental in ending United States military aid there.
