The son of Charles Augustus & Catherine (Gardner) Hay, in 1860 he was a clerk living in York, York County, Pennsylvania. He married Annie Marie Hunter and fathered William C. (b. 10/17/64).

A Civil War veteran, he enlisted at the stated age of twenty in York June 17, 1863, mustered into state service at Harrisburg June 23 as a private with Co. B, 1st Pennsylvania (Ramsey's) Militia Battalion, and honorably discharged with his company October 3, 1864.

Annie died in 1869, and he married Fannie Jane Hunter Hay, who died in 1889. Cause of his death is listed as "cirrhosis of liver" caused by "alcoholism."
