Third son of Patrick Henry Delaney and Bridget Hickey Delaney. He married Ellen "Nellie" Melvin on 20 Sep 1888 in Monroe, Green, Wisconsin and they had 2 children. He was a cigar maker by trade.

Even though Charles' obituary stated he was a life-long resident of Janesville, the 1900 Census shows he and his family living in Chicago and 2 of his sibling's obituaries stated that he was living in Chicago at the time of their deaths. He lived in Chicago from at least 1900-1915, otherwise lived in Janesville.
