Reverend Frederick Dubpernell was born in France, son of Johannes and Susanna (Buerhla) Dubpernell. When he was a young boy, his mother died, and Frederick was sent to Bavaria, Germany. There he lived until the age of sixteen, at which time he came to the United States and entered Concordia Seminary at St. Louis, Missouri.

Frederick held numerous pastorates in the state of Pennsylvania, but was subsequently given a charge in Ontario. In 1864, under the direction of Reverend Adam Ernst, Vicar Frederick Dubpernell began serving at First St. Paul's Lutheran Church of Wellesley Township, Waterloo County. Reverend Ernst established pastorates in Waterloo and Perth Counties. From Elmira Ernst served Floradale, Linwood, Kitchener, Petersburg, Wellesley, Poole and Wallace. In his extensive parish he was assisted by Pastor Dubpernell.

After graduating from Concordia in 1865, as the first resident pastor, Pastor Dubpernell served at St. Paul's Lutheran Church near Gowanstown of Wallace Township, Perth County, Ontario. He opened missions in Howick (Trinity 1868), Maryborough and Listowel and served all these congregations until 1869. Thirty miles from Gowanstown, First Lutheran Church of Logan Township, Perth County, was formed in the fall of 1867. While waiting for their call for a pastor of their own to be answered, this congregation was served for six months by Pastor Dubpernell who often made the trip on foot. On March 27 of 1867, son Theodore Heinrich was born. Tagically, on April 17, Frederick's first wife, Sophia, died at age 19 and was buried at St. Paul's Lutheran Cemetery, Gowanstown.

Frederick then remarried to Auguste Heinemann around 1868.

Returning to Wellesley Township, Reverend Dubpernell served the tri-parish of First St. Paul's Lutheran Church, St. John's Evangelical Lutheran Church at Poole and Emmanuel Evangelical Lutheran Church of Petersburg from 1869 to 1875. Frederick had also begun to conduct meetings at nearby Linwood, at first holding services in the public school, and then, in 1872, a stone church was built just outside the village. It was at First St. Paul's that Frederick's father, Johannes was buried in 1875.

Pastor Dubpernell then served at 1st St. John's Lutheran Church in Seebach's Hill of Perth County, Ontario from 1876 to 1887. To the north, their sister congregation, 2nd St. John's Lutheran Church in nearby Wartburg, was also served from 1875 to 1878 and from 1881 to 1882. To the west in Stratford, a congregation originally known as First Lutheran Church and later renamed Zion Lutheran Church was without a pastor. Reverend Dubpernell served at this congregation from 1877 to 1885. It was during this time, from 1883 to 1888, that Reverend Dubpernell served as President of the Ontario District of the Lutheran Church - Missouri Synod.

Reverend Dubpernell then spent the next twenty years serving at North East, Pennsylvania, USA.

Upon his return to Canada in 1907, and for the next eleven years, Pastor Dubpernell served his last congregation at St. John's Lutheran Church in Desboro of Grey County until 1918. While serving in Desboro, Frederick's second wife, Auguste, passed away in 1917.
