Delmer was the son and only child of James Weston and Ella Docia (McGoldrick) Harper. His mother died of childbirth complications two days after his birth. In 1905 Delmer's father, Jim, moved back to GA to live with his parents, William and Lear. After Jim remarried and moved to College Park, Fulton County, GA, Delmer stayed with Wiliam and Lear, and was raised by them and Jim's sister Sallie. Delmer and Billie were married in 1934, and lived the rest of their lives in Gilmer County.
