US Congressman. Elected to represent California's 2nd District in the United States House of Representatives, serving from 1891 to 1895. He was defeated in 1894. Also served as a Member of the California State Assembly from 1883 to 1885, and 1897 to 1901, Member of the California State Senate from 1885 to 1887, 1907 to 1913, Delegate to the Democratic National Convention from California in 1896, and United States Commissoner of Immigration from 1913 to 1921. He was also an attorney.
