Elizabeth is a daughter of Forgus and Sarah Watkins Milligan that I didn't previously know about. She was their oldest child born abt 1822, determined by the cemetery marker. It states she died in 1841 at the age of 19yrs. Since the marker states she was the daughter and not the wife of someone I will assume she was not married. Although the marker says F and SA Milligan, I believe it is Forgus and Sarah Watkins Milligan.
