Born in Brooklyn, she moved to Midland Beach two-and-a-half years ago.
She was a banker with Citibank, Brooklyn, for nearly forty-five years, until her retirement nine years ago.
Miss Duggan attended the College of Staten Island.
In her spare time, she enjoyed taking care of her great-nieces and nephews.
She was a parishioner of St. Patrick's R.C. Church, Brooklyn.
"She was a person who was full of life and always ready for an adventure, whether it was parasailing or taking a group of teen-agers skiing. She loved nothing more than being with children," said her niece, Mary Ellen Elias.
Surviving are three sisters, Catherine Green, Anne Hansen, and Eileen Pat Kelly.
The funeral will be held on Tuesday from the McLaughlin Funeral Home, Brooklyn, with a 10:15 a.m. Mass in St. Patrick's Church.
Burial will be in Holy Cross Cemetery, also Brooklyn.
