Born on the family farm near Cropsey, Hazel was the second of five children of Edward John and Rose Anna Zahn Steinberg. She graduated from the U. of Illinois in 1926 and taught at Illiopolis, IL for two years.

She married William Homer Wisely on June 25, 1930 in Fairbury, IL at the home of her uncle. They had two daughters.

Hazel was a homemaker and traveled extensively with him after he became Executive Secretary of American Society of Civil Engineers and later an Assoc. Professor in Florida.
