Rosalie was born Rosalia Witkowska 9 June 1873 in Neu-Skompe, Thorn, West Prussia, Germany, to Franciszek/Franz Witkowski and his wife Rosalia née Piotrowicz. On 5 November 1892 in Kulmsee, she married Julian Bilski, and in 1909 the couple and their first seven children emigrated. Prior to their departure for the US, they lived in Schwedenhoehe, Germany, which is now incorporated into Bydgoszcz, Poland. Julian and Rosalie were the parents of Anna, Valeria ,, Julia, Albert, Mary, Władisława, Joseph, Sophia and Bernard. (Władisława did not live long enough for her name to become Americanized. Mary appears to have used the name Lucile M. as an adult, and Valeria the name Violet.) According to the record of her marriage, Rosalie was the daughter of Franz Witkowski and Rosalia Ligowska, née Pietrowicz. (Franz had died and his wife had been married a second time, to a Jan/Johann Ligowski.) Rosalie's sister, Anna, who married Joseph Julkowski, and her mother also immigrated to the US.

Since this biography was written, the births of two more children to Julian and Rosalie Bilski have been discovered: Maria Ewa in 1895 and Jan in 1901. They likely died in childhood, as they are not mentioned with the other children in the Bilski family's ship's passenger records or Julian Bilski's naturalization papers.
