US Congressman. Born in Yazoo City, Mississippi, he attended the University of Virginia, University of Mississippi, was a school teacher and graduated from the University of Michigan, in 1897. To further his education, he studied the theory of law at the Universities of Berlin and Heidelberg, Germany. Returning to America, he was admitted to the bar in 1897, commenced to practice law in Dallas, Texas, then moved to New York City in 1900 and continued the practice of law. In 1913, he was elected as a Progressive to the Sixty-third and Sixty-fourth Congresses, and as a Republican to the Sixty-fifth Congress, serving until 1919. He was again elected as a Republican to the Sixty-seventh Congress, serving (1921-23). An unsuccessful candidate for election, he was a member of the faculty and lecturer, at the American Expeditionary Forces University at Beaune, France, during World War I. After the war, he resumed the practice of law in New York City, until his death at age 67.
