Levi Mullen was born to Ebenezer B. Mullen, Sr. and Mary Ellen Brundige between Ottawa and Montreal in Upper Canada (now Ontario, Canada). He spent his youth there with his father dying in 1838 due to a timber accident. His brothers are Nathaniel, Isaac, Ebenezer B. Jr.andDaniel. He left Upper Canada with his mother and brothers and travelled to Lee County, Illinois in the mid-1850s. Levi died at the home of his son, Robert G. Mullen, as the result of complications from a fall on ice that broke is his right thigh bone. Funeral and burial was on 18 Feb 1915 at the Pilot Grove Presbyterian Cemetery.

On 11 Oct 1857 Levi married Susannah Allen in Aurora, Kane County, Illinois. In 1877 he and his family moved to Montgomery County, Iowa and farmed there. He and his wife had 10 children who are John Wesley, Allen, Washington Socretes, Lewis B., Harriet "Hattie" May (Ray), Minnie Evelynl (Ellis), Charles Vernon, Franklin (Frank) James, Robert Garfield, and Leighton.
