A native of Asheville, she was a daughter of the late Edison and Beatrice Eller Hipps. Ellie was an employee of the Asheville Citizen-Times as the Education Coordinator and was the campaign chairman for Senator Steve Metcalf. She was a member of the Board of the Asheville City School System, President of the Western Carolina Women's Coalition and the Alzheimer's Board of Directors. Ellie also was President of the Board of the Asheville Association For Children with Learning Disabilities and, in addition, was a member of the State Board. She was a volunteer with the Literacy Council of Western NC and the United Way of Asheville.

She is survived by her daughter, Paige L. Franklin of Asheville; her son, Ross A. Franklin, and his wife Amanda G., of Asheville; and her aunt, Marie Brewer of Asheville.
