Per the 3Rivers Historian (Summer 2002 V.5,No. 3 page 1) John R Thomas was “a celebrated hero of the Spanish-American War with the Rough Riders.” He was military attaché for the United States at the court of St. James, London, from 1927 to 1931. He had previously served in a similar position in Brussels and Paris (1920-1924).
