Politician. He was Mayor of Rochester, New York, from 1862-1863. He started his working life as a carriage maker and rose to become a major property owner in the area. When the Sibley, Lindsay & Curr department store burned down in 1904, the owners approached Filon to purchase a prime piece of Rochester property to rebuild their empire. Filon agreed only on the proviso that the new building would be named after him. In order to obtain the property without having to rename a nationally known store chain, the owners attached a plaque to the building proclaiming it the "Filon Memorial Building", which was only actually visible from a few specific vantage points considerably above street level, but which still remains in place today despite the fact that the Filon, Sibley, Lindsay and Curr businesses are all long gone. Filon's memorial is believed to be the most expensive ever erected at Mount Hope; a comparative monument today would cost approximately $3 million.
