Emma was born in 1872 in Erie, Pennsylvania to German immigrants and spent her entire life in Erie. Her father was John Adam Thaler (1843 - 1917) and her mother was Frances Voelker Thaler (1845 - 1926).
In 1893 she married Rudolph Sauer (1870 - 1959), a German immigrant. They had five children, all daughters:

* Louisa Sauer Shewan (1896 - 1984)
* Anna Sauer (1898 - 1991)
* Cecelia Sauer Keller (1900 - 1979)
* Dorothy Sauer Koch (1903 - 1991)
