Ralph Osborne Watkins was the twelfth child born to George and Anne (Osborne) Mullens on 27 October 1898 in Mercur, Tooele County, Utah. Anne knew that she was dying and arranged for her cousin, Louisa Naomi Osborne and Louisa's second husband, Thomas Henry Watkins, to adopt Ralph. Anne died of heart disease three weeks after giving birth. Ralph was hit by a car on 25 November 1940 in Chehalis, Lewis County, Washington and died almost instantly from his injuries.
