The son of John Williamson & Martha (Jenkins) Nevin, in 1850 he was a student living with his family in Mercersburg, Franklin County, Pennsylvania. By 1860, he was a lawyer residing with his wealthy family in Lancaster Township, Lancaster County.

A Civil War veteran, he enlisted at the stated age of twenty-five in Lancaster September 7, 1861, and mustered into federal service there October 4 as 1st lieutenant of Co. G, 79th Pennsylvania Infantry. He assumed command of the company July 4, 1862, and was promoted to captain September 12, 1862, to date August 23, 1862. He was later appointed assistant adjutant general of U.S. Volunteers on the staff of Brig. Gen. Robert Seaman Granger but resigned his commission effective January 20, 1865. He is in every roster and his compiled military service records by his middle name.
