U.S. Congressman. He attended Hertford Academy, graduated from the law department of the University of Kentucky, was admitted to the bar in 1876 and commenced to practice law in Greenville, North Carolina. He was a member of the Greenville town council in 1878, a member of Governor Jarvis’ staff and served as aide-de-camp, (1879-86) and a member of the North Carolina State House of Representatives (1891-92). In 1895, he was elected as a Populist to the Fifty-fourth and Fifty-fifth Congresses, serving until 1899. An unsuccessful candidate for reelection, he served as U.S. District Attorney for the eastern district of North Carolina (1902-10) and practiced law until his death.
