Rebecca Snuggs Mauney was the sixth of eight children born to Henry A. Snuggs (1803-1866) and his wife Lucy Ingram Snuggs (1807-1885). She grew up on her father's farm in Montgomery (later Stanly) Co. before moving with the family to the Gold Hill area of Rowan Co., NC, sometime before 1860. On January 30, 1870 she married Franklin Hosea Mauney (1845-1905), a man seven years her junior. (This was not unusual, given the loss of so many young men during the Civil War. It is also worth noting that Frank Mauney's father Ephraim was married to Rebecca's older sister Fannie.) The couple had five children: Robert E. Lee (b. 1872), Lucy T.R. (b. 1874), Mary F. (b. 1876), Sidney Franklin (b. 1878), and Lottie Angeline (b. 1881).
