Frank Kowalkowski served the City of Bay City as a Police Patrolman. Kowalkowski, after apprehending a robbery suspect inside Hohes (known today as Perkins) Hardware near the corner of 30th and Broadway in Bay City's South End, was using a call box to call for transportation of his suspect when he was slain. The homicide went unsolved for over 50 years until the robbery suspect, on his deathbed, called a Bay City policeman and confessed that his brother had shot Officer Kowalkowski in the back. Patrolman Kowalkowski was the first Peace Officer to be slain in Bay City History.
Note: Kowalkoski's great-niece became a Bay City Police officer. She remains a Peace Officer, continuing her career with a different department.
