The question is, who was this fellow? If you look in the file Headstones Provided for Deceased Union Civil War Veterans, 1879-1903, you will see an entry for the man buried in the county alms house cemetery and stating that he served with Co. F, 95th Pennsylvania. Problem is, there is no one by the name Francis Ebel or any similar spelling (including Eber) in the company register, ARIAS card file, Bates' History of Pennsylvania Volunteers, Fold3.com, or Ancestry.com. The only Civil War Francis Ebel this researcher located served with Co. G, 97th Pennsylvania Infantry, and his wife's name was Wilhelmina. If anyone can shed light on this man, please contact me.
