William is the son of Billy Ward Payne and Nell John Poppin. He is one of three children: Stewart, Hazel and William.
He married Margaret Carpenter Russ on 18 Dec 1966 in Saratoga, Santa Clara, CA. He has two children: Sylvia and Maryam.

Hi, Nancy. William died in the Seton Medical Center, Daly City, on Monday, October 1. In May he had an accident that left him paralyzed from the neck down. His preference was to not have an obituary, nor was there a news article about his death. A memorial service will be held at my daughter Victoria's house at 1273 Dorothy Avenue, San Leandro from 1:30 to 3:30. My brother was a member of the Neptune Society-his ashes will be scattered at sea. Hazel
