The wife of Perley F. Brooks was born in Germany to Jarrette Talmadge (Chief Hailstorm) Van Noy & Alvina Tewes and arrived in the United States with her family within months of her birth. By the mid 1930's the family settled in southern California where she spend most of her younger years.

Hailvina Brooks is the daughter of Chief Hailstorm Van Noy of the Cherokee. Chief Hailstorm, who traveled throughout Europe on "wild west" theatrical tours, taught his daughters the traditions of Native American bead working. Hailvina's creations include belt buckles, bolo ties, necklaces, hair ornaments and earrings, fashioned from beads and porcupine quills.
